You can receive Soul Power any time you defeat monsters with a similar level - regardless of the territory. Fill your Soul Power up 5 times. Talk to Ribbon afterwards.
Description
Bulletin Board:[Player]:Soul Power signifies how many Rahu you have already defeated. Do you think that you have defeated enough monsters? The continent is full of monsters from the Rahu tribe waiting for their chance to attack. We can't just let these creatures keep on spreading. Fill up your Soul Power five times and then come back to see me. I will reward you with achievement points.
