Regardless of the Tripartite Pact, Edgir wants you to know that he expects an official apology from Derion. Before this happens, he won't take part. If he doesn't react to the Derion insult, he will absolve Derion of any guilt. You only have one option: go to Tarion and demand an apology. If you manage that, Edgir will take part in the conference.

Derions are missing the necessary manners and diplomatic sensitivity - however that isn't really news to us.
