The upgrade event has the same effect as a serendipity potion. It doubles your chance of success when upgrading. When your basic chance is, for example, 10%, the total chance is:
10% (basic chance) + 10% (event) = 20%
Potions work additionally, so with a normal serendipity potion during the event, you would get a total chance of:
10% (basic chance) + 10% (event) + 10% (serendipity potion) = 30%
